Meet the Team
Dr. Racheal Brooks, Director of Quality Assurance Implementation Solutions at Quality Matters, leads QM's consulting initiative and provides targeted, individualized support to institutions committed to enhancing their online quality assurance implementation efforts. Dr. Brooks was formerly a Lead QMC for the University of North Carolina System and Director of e-Learning at North Carolina Central University. She has over fourteen years of experience teaching online and designing online courses and programs, as well as conducting research in the areas of online instruction, learner success, curriculum development, culturally affirming and inclusive design, digital accessibility, program assessment, and online language instruction. Dr. Brooks has written and contributed to various publications including Course Design Considerations for Inclusion and Representation, Centering Learner Agency and Empowerment: Promoting Voice and Choice in Online Courses, and Eagle Access at North Carolina Central University: A Case in Strategic Institutional Accessibility. Her experience with implementing quality assurance and facilitating faculty and staff development for online student success make her uniquely suited to assist institutions in their quest for quality.
Dr. Bethany Simunich, Vice President of Innovation and Research at Quality Matters, leads efforts to help institutions make data-driven, research-based decisions to implement QA best practices, support online faculty and staff, and promote online student success. During her twenty-plus years in higher education, she has held faculty roles for both in-person and online teaching, as well as educational technology, instructional design, and faculty development for online learning. As an online learning administrator, she has both created and managed processes and teams for instructional design and online faculty development. Dr. Simunich is also co-Director of the CHLOE Project (Changing Landscape of Online Education), which presents the unique perspective of senior leaders in online learning from U.S. higher education institutions, and co-author of High Impact Design for Online Courses (HIDOC) – the first instructional design model purpose-built for online modalities. She has presented over 100 keynotes, conference sessions, workshops, and talks on online learning topics, and has authored or co-authored over two dozen publications related to online learning and implementing online quality assurance.
